eir regulatory context

The provision of electronic communications networks and services in Ireland is regulated by the Commission for Communications Regulation (ComReg) in accordance with Irish and European legislation. We operate our communications business in Ireland under this regime.

General Authorisation
The most important authorisation under which we operate our business is the General Authorisation published by ComReg (Decision Notice D03/81R4 refers). This sets out the general conditions with which all providers of electronic communications networks and services in Ireland must comply.

Universal Service Provider
eircom Ltd. (trading as 'eir' and 'open eir') has obligations as the designated Universal Service Provider for Access to telephony services at a Fixed Location (Decision Notice D05/16 refers).

Significant Market Power
Furthermore, we are subject to specific obligations in markets where ComReg has designated eircom as having Significant Market Power ('SMP').
